The meeting of Central
Majlis-e-Shoora considers the federal cabinets approval and signing of chemical
weapons treaty a risk for national solidarity, security and its vital interests. CWC
(Chemical Weapons Control) Treaty is an unjust mode in hands of big powers to impose their
will on countries struggling merely for peaceful co-existence. The federal cabinets
decision, under premier Nawaz, amounts to implied consent for signing the CTBT.
The Central Majlis-e-Shoora is
resolved to oppose acceptance of any such atomic non-proliferation arrangement which is
based on concept of monopoly or the biased standards. About Pakistans arch rival
India, a threat to Pakistans territory and ideology, it is well known that: it is
adamant to destroy Pakistan from day one; it possesses huge stock of enriched Uranium
which suffice production of more than 100 atomic bombs; that it is relentlessly increasing
its defence budget; that more than 750,000 of its combat troops are engaged in open
tyranny in held Kashmir, and; its military, navy and air force is several times more
powerful than Pakistan in terms of both quality and quantity. In this background,
Pakistans safety lies in a strong and effective nuclear program that must remain
steadfast in all circumstances.
It is significant that Benazir
Bhuttos government decided to cap the atomic program in 1989 without taking into
confidence either the parliament or the nation, while Indias atomic program
continued unhindered and free from external pressures. Now Nawaz Sharif government signed
the Chemical Weapon Control agreement, once again without taking into confidence either
the nation or the parliament. The present government has in fact gone a step ahead of the
previous governments towards signing CTBT. In order to fulfill an alien, in fact an
American agenda, therefore, the government is doing irreparable damage to the security of
Pakistan. It is well known fact that Pakistans atomic program has worked well as a
deterrent. The nation knows that this program has to some extent helped in establishment
of a stabilized South Asia free from the aggressive designs of India. In this
understanding, any negotiations to cap, roll back or freeze the nuclear program would be
treason.
This meeting informs the people, the
ruling elite, the thinkers and scholars having concern with countrys future that
President Bill Clintons visit to Pakistan carries great significance since it is
expected that the vital issues of country shall be focused. Pakistani premiers
preferring independent decision-making has caused evil apprehensions and risks. The
countrys security, its interests and respectable existence demand assertion of
popular will. Masses must show joint concern and agree on a unified national agenda. World
powers must be apprised that Pakistan will never ignore its defence and security needs.
That there cannot be any negotiations for compromise on this most vital interest of
Pakistan. On the domestic front people should warn government to stop tinkering with
countrys safety.
Keeping in mind the security needs
of country while acknowledging weight of atom-free-world thesis, this meeting of Central
Majlis-e-Shoora, demands the following:
Kashmir Issue Resolution:
India should be made to accept the right of self-determination of Kashmiri people in
accordance with the resolutions of the United Nations and to hold plebiscite. The Indian
forces should quit held Kashmir.
Uniform Treaties Execution:
If the elite atomic club members really intend saving the world from future atomic
holocaust, they should first fix date for destroying their own atomic weapons and the
stockpile of missiles in the proposed agreements. Effective restrictions should be imposed
on firms which make such weapons besides banning atomic explosions.
Pakistans Security
Confirmation: India should remove its missiles and ensure not imposing war on
Pakistan. This should be guarnateed at the international evel.
Since CWC and CTBT bear
national importance, full text of the ensuing agreements should be published to let nation
know their implications and after effects. The parliament should prove its supremacy by
debating pros and cons of such national sensitive matters.
