Resolution on Deposition of Nawaz Government
Lahore, Oct. 13,
1999: After destroying or
reigning in all the important state institutions, the now deposed Sharif government tried
to create division and dissention in the ranks of the armed forces. This game has now met
its logical end; the army ousted the federal as well as provincial governments. The ousted
government had lost its right to rule constitutionally, morally and politically because of
its anti-Islamic and anti-Constitution activities; putting at stakes the country's
integrity by postures of friendship with India and pleasing the USA and bringing the
country to the verge of bankruptcy by pursuing self-serving fiscal policies. The nation
has, therefore, taken a sigh of relief after the deposition of inept and corrupt rulers.
However, the manner in
which this change has been brought about is causing anxiety. Preserving the institution of
army is necessary for the security of the country on the one hand while on the other it is
essential that the country's ideology, Islamic constitutional system and national
aspirations are upheld by ensuring rule of law and sanctity of fundamental rights.
The Central Consultative
Council of Jama'at-e-Islami Pakistan is thankful to Allah and considers the ouster of the
government as the outcome of the popular movement. The Council also expects that the army
and its leadership will act with diligence and prudence to implement in letter and spirit
the Constitution, which is based on Islam, democracy and the principle of federation.
The Council reiterates its
principled stand that Martial Law cannot deliver. Moreover, mere change of faces among the
time-tested corrupt politicians will not do, either. Similarly, the technocrats cannot
provide right leadership simply because they neither enjoy popular support nor are
answerable to the people.
In the light of past
experiences, the army leadership should realize that the two ruling families of the past -
Bhuttos and Sharifs - which had set new records of corruption and fascism, were the
products of Martial Law. If the same clique of people is brought forward to lead, neither
the results nor popular reaction will be different from what we have just witnessed.
An interim setup,
comprising of people who are not only faithful to Islam and Pakistan but who bear
impeccable character and capability, is the call of the hour. Through constitutional
provisions, this setup should be given mandate and time enough to wipe out corruption of
all past rulers, politicians and senior functionaries by conducting ruthless and
above-board accountability; to reform the electoral system and its machinery so that free
and fair elections could be held truly reflecting public opinion; and to rid the country
of the feudals, capitalists and special interest mafias who have been devouring national
resources like parasites. Moreover, the Articles 62 and 63 of the Constitution should be
implemented. The emergence of a capable, credible and sincere leadership from among the
masses which is also accountable to them, presents the only solution to the country's
problems.
We pray to Almighty Allah
to take the country out of the present critical situation, and bestow those who are now
responsible, with Divine guidance so that they establish an interim setup that may realize
the above mentioned goals. We also appeal to the people to continue their struggle within
the framework of constitution and law for their cherished goal of Islamic democratic
system so that Pakistan achieves the objectives of its creation and stays protected
against all high-handed excesses and intrigues of the enemy.
