The Leadership of JI

Chaudhry Rehmat Elahi
Naib Ameer (Vice President)

Chaudhry Rehmat Ilahi belongs to Jhelum (Punjab) where he was born in 1923. After graduation he joined the army. He, however, did not stay there for long. Because of his deep attachment and concern for Islamic cause and the ‘movement’, he resigned from the service and left it in 1951 because of the same reason. He became a member (rukn) in 1947.

At the time of Independence, he was assigned the task to look after the ‘muhajireen’ in Daru-s-Salam, Pathankot (India) and to safely shift them across the border from East Punjab to Pakistan.

Chaudhry Rehmat Ilahi

For quite some time he was busy serving the poor and needy migrants who were temporarily settled in camps in and around Lahore.

Chaudhry Rehmat Ilahi is one of those silent workers of the Jama’at who are not often seen in the lime-light. However, Chaudhry Sahib surfaced to prominent positions in periods of emergency. As a result of 1953 movement of ‘Khatm-e-Nabuwat’, Syed Abul A’ala Mawdudi and Mian Tufail Mohammad were arrested. Chaudhry Rehmat Ilahi then assumed the charge of Secretary General (Qayyam-e-Jama’at). In 1957 and later between 1965 and 1978, he was made Secretary General. All put together, he has served the Jama’at in the position for 13 years. In 1979, he was appointed Naib Ameer, a position he still holds; in between also assuming temporary charge of the Ameer-e-Jama’at.

Since mid-1960s, his role has been very instrumental, first in the election campaign of Muhtarema Fatima Jinnah against Ayub Khan. He was then particularly active in 1968* against Ayub’s dictatorship and in the anti-Qadiani movement of 1974, as a result of which the group was declared non-Muslim.

Chaudhry Rehmat Ilahi was member of the PNA’s Parliamentary Board in 1977. Twice he was arrested and put in jail during the 1977 Nizam-e-Mustafa Movement. He led the long march in Rawalpindi as Acting Secretary General of the Pakistan National Alliance (PNA).

When PNA joined the government in August, 1978, Chaudhry Rehmat Ilahi was inducted as Minister for Water and Power and Natural Resources. That brief 9-months period of the PNA government did everything possible to put Pakistan back on the democratic path. Important actions initiated during that period related to Islamization process which got later materialized in the shape of ‘Hudud’ and ‘Zakat’ Ordinances, the decision to eliminate ‘riba’ from the economy, formulation of the education policy, institution of the Federal Shariat Court wherein any law repugnant to Qur’an and Sunnah could be challenged, and the rest.

In his capacity as Naib Ameer-e-Jama’at, Chaudhry Rehmat Ilahi specifically supervises Jama’at’s labour wing, the farmers’ organizations, the finance department of the party, the Islamic Education Society.

Chaudhry Rehmat Ilahi has been abroad many times and has visited many European, American and Middle East countries. Besides his mother tongue Punjabi and Urdu. He is also fluent in English. (January 1, 2000)
