Islamic identity of Pakistan to be protected at all cost: JI shoora


LAHORE, Jan 10: Jamaat-e-Islami Pakistan Central Council (Shoora) has announced that the party will take active part in MMA’s anti government movement to protect the Islamic ideological identity of the country, protection of ’73 constitution as country’s consensus national document, counter US onslaught on Muslim Ummah, solving people’s problems and rid them of crisis.
In a resolution passed on the political situation, the Shoora has appealed to all democratic, freedom loving and anti-dictatorial political forces to rise above the petty and timely differences to become true representatives of public aspirations for ending dictatorship, secularism and Americanism in the country, and launch a decisive struggle after agreeing upon a consensus national charter and strategy to run the country according to constitution. It asked all national and political parties to agree upon the principle that the constitution and Quran and Sunnah will hold sway over national system and that no compromise should be made with any military dictator or adventurer.
Shoora expressed deep concern over the constitutional crisis, non-confidence and uncertainty to which president Musharraf has plunged this nation into because of his dangerous policies and constitutional violations committed for sheer arrogance, personal interests and selfishness.
It observed Musharraf has endangered whole political process instead of stabilizing it and sensitive national issues have been subjected to whims and wishes of an individual and the meeting of corps commanders by totally ignoring the elected parliament, cabinet and national political parties. All this has resulted in throwing all political matters at the mercy of the army and country has been practically subjected to an uncivilized dictatorship.
The Shoora said Musharraf government has left national sovereignty and independence meaningless by becoming an ally for implementing US global agenda. Now the objectives of the creation of Pakistan, its ideology and two-nation theory are being negated to establish a secular and anarchist society in the country. The rulers are playing a vicious game by disfiguring and ridiculing the thoughts of Quaid-e-Azam and Allama Iqbal in the name of ‘enlightenment’ which has created deep unrest and agony for the whole nation.
The Shoora observed that MMA has played a sincere role to rid the nation of the constitutional, political and economic crises by employing statesmanship and foresightedness to solve all national problems but the government sabotaged it to put the country back into the midst of the crisis again. The Shoora noted that President Musharraf violated the constitutional amendment and the agreement reached on the basis of negotiations, and is taking recourse to falsehood, treachery and obstinacy in order to keep civil and military bureaucracy under his control. He not only went back on his promise with the MMA but with the 150 million people for shedding military office, while his act also amounts to kill the possibilities of national development, political stability and national reconciliation. As a result of his violation the whole agreement has ceased to exist under which he was accepted as president for one year.
The shoora said the president Musharraf’s clinging to both offices in violation of constitution and his promise is evident of his non-confidence over military leadership and the parliament, and is causing bad name for the armed forces besides the country. The shoora observed that MMA discharged its national duty by timely launching movement for the protection of Pakistan’s Islamic ideological identity and constitution. The fact is that Gen Musharraf and his team suffering short sidedness and working for self interests were forcing the people to come out on streets and has left no option with the religious parties other than launching the movement.
Under these circumstances, the Shoora informs the patriotic and Islam loving people that Government has:
-deliberately created constitutional crisis. According to constitution COAS is disqualified for politics and presidency. Constitution can only be amended with two third majority while it is a dangerous game to render the constitution ineffective through simple majority and amounts to violation of the constitution. Now both offices of president and COAS have become unconstitutional as a result of rulers treachery, and if this game prolongs any further it would endanger the ’73 constitution and lay the foundation of country’s disintegration by suspending federal parliamentary system and imposing presidential system.
-country’s western borders have become insecure due to wrong foreign and interior policies. Anti-Pakistan government came to being in Afghanistan which provide India ample chances to open new fronts against Pakistan. Now seeds of anti-Pakistanism are being sown in tribal areas by launching military operation against patriotic and Islam loving tribal people while enemies’ strategy is to spread this operation to entire tribal areas. The fruits of development of Balochistan are being kept away from common people by ignoring to solve their genuine problems. Instead of solving just problems of affected people of Gwadar a compromise is being done with feudals to deprive the common people.
-Pakistan is an ideological country but its Islamic identity is being changed by controlling the mosques, secularizing the religious seminaries, syllabi and education system, and promoting vulgarity and western culture through media. The rulers and the secularized ruling class are misguiding young generation by attacking the Islamic culture of Pakistan and two nation theory.
-It is constitutional binding to run country’s affairs according to Quran and Sunnah, but rulers are cutting the roots of Islamic foundations of the country by amending the settled issues of finality of the Holy Prophet (PBUH), blasphemy law, Hudood Ordinance, and by ending the non-Muslims’ differentiation from passports, identity card and voters forms. Government is practically violating the ’73 constitution and taking strides towards secularism by patronizing the US and western NGOs to spread their tentacles in the country.
-country’s labor is being economically killed through IRO 2002. black law of dismissal of government employees is being used indiscriminately to violate human rights. More problems are being created for labor and students instead of solving the earlier. Agriculture sector is experiencing a constant slide despite government claims while trade and industry are also taking a dive due to uncertainty. Large scale appointments of military officers on key civilian posts in violation of merit is creating deep frustration among the people. Despite serious water shortage but the government has badly failed to create national consensus and feasible formula for improving the situation. Common man is increasingly being crushed under fast rising price hike, unemployment, and unjustified raise of fuel and utility rates, but on the other hand the government is making false claims of economic progress.
-the federation is usurping the rights of provinces arbitrarily by denying them the constitutional guarantee of provincial autonomy, and is also not giving them their share from the national revenue. The clear example is the partial attitude of federation with the NWFP province. According to constitution, the local bodies and police are provincial subjects but the federation is forcibly interfering in it and people’s representatives are being used to serve the interests of the dictatorship of an individual instead of solving people’s problems. This is the reason the sensitive law enforcing agencies of the country have become paralyzed and crime rate is touching alarming heights and security of life and property to the people have become a dream. Terrorism and sabotage have targeted almost everybody. Two judges have been abducted in Sindh and not recovered despite several months.
-country is getting nothing but failure and ignominy on foreign affairs. Pakistan’s just and historic case has been weakened by committing a deviation from the national stance on nuclear capability and Kashmir issue under foreign pressure. Unilateral measures for restoring confidence with India have earned failure on sensitive national issues. Whole nation is perturbed at the crackdown against those who have rendered sacrifices for jihad, mujahedin and country’s sovereignty and security. Arrests and victimization of nuclear scientists and patriotic officials have earned humiliation for the whole nation. Government has ignored taking parliament into confidence on any sensitive and national issue. And our failed foreign policy is creating a distance between our old friends like China and Iran, while Pakistan is being isolated on international and regional levels by surrendering before US agenda.
-irreparable loss has been caused to elections, political parties, political system and elected institutions. Powerless and partial elections commission has ended public confidence over elections. In the past the non party elections have made people alien to national problems and a slave to the personal interests. But the rulers are bent upon holding non party elections of local bodies to continue this ugly game in order to maintain establishment’s grip over government.
Under these circumstances the Shoora is of the opinion that government has completely failed on all fields and is covering up its failure by continuing Musharraf to hold both offices. It has proved that government cannot run without the umbrella of dictatorship and opportunists political elements in it are destroying national interests for the sake of their own. It is clear from the 57 -year history that military dictatorship has always proved disastrous for national unity, integrity, solidarity and solution of national problems, and every military rule has damaged the country and after removal of every dictatorship the whole unconstitutional system he had created fall down throwing the country back to square one.
The Shoora makes it clear that signals of talks by the government are meant to misguide the nation. The outcome of talks and agreement in the recent past is known to all. Now the nation demands Gen Musharraf that he should quit both offices of president and COAS which have become unconstitutional, and new president should be elected by national assembly, Senate and provincial assemblies to run country’s affairs according to constitution and democratic and political system could be strengthened. Army must take account of all internal and external dangers, bridged its distance with the people instead of increasing, and discharge its real duties according to the constitution. .
